Security, Safety and Loss Prevention Practitioner, consultant, guest speaker, researcher and educator throughout the Caribbean and Latin America region. Dr. Otero is a Professor at University of Puerto Rico, Carolina Campus in the Behavioral Sciences and Criminal Justice Department. He also served as professor for Interamerican University of Puerto Rico, Pontifical Catholic University of Puerto Rico and throughout various Ana G. Mendez University System (SUAGM) institutions. With over 30 years of experience in the Security Management field, Dr. Otero has served in senior management positions within the Puerto Rico Ports Authority (PRPA), AT&T Corporate Security, Caribbean and Latin America (AT&T-CALA) region, within their Miami, Atlanta, México City and San Juan, Puerto Rico regional offices; Puerto Rico Telephone Company, and MITEL, a Canadian based telecommunications company. Dr. Otero is an Editorial Board Member for the Journal of Applied Security Research and Response Prevention in Asset Protection, Terrorism and Violence from Routledge Taylor & Francis Group in New York and London. He has authored numerous articles in professional journals, magazines and monthly newsletters. Dr. Otero has authored three university text books: Security Issues in Corporate America: Telecommunications & Computer Fraud ©1996, Mission Impossible? The Spies of the New Business Era ©2002 (Spanish only), Fundamentals for the Security Sciences in the 21st Century: A Post Modern Perspective ©2011 (Spanish only). Dr. Otero completed a Bachelor of Sciences (BS) degree in Criminology from Central Texas University. A Master of Arts in Criminal Justice from Interamerican University of Puerto Rico and completed a Graduate Certification in Forensic Sciences degree from Turabo University (Ana G. Mendez University System – SUAGM). He holds also a Doctor in Philosophy (Ph.D) degree in Behavioral Sciences from Complutense University of Madrid, Spain, European Union and is presently completing his second Graduate Certificate degree in Applied Intelligence.
